Description
RTA staff assisted the City with updating the 2009 transit service plan for the Station Boulevard Transit system as well as explored other mobility management options for possible implementation. These mobility options will connect residents of the Station Boulevard TOD area with the Route 59 Metra station, helping to increase Metra ridership and reducing vehicle miles traveled to the station. Updates to the plan include the introduction of ways to increase walking, biking and carpooling for Station Boulevard residents, in addition to a future fixed route transit service. The development of a Guaranteed Ride Home program for residents who choose a commuting mode other than driving their own car is also recommended. Current Activities
The City is taking steps to identify the best timing to start implementing the additional modes recommended in the plan and hopes to begin implementation as soon as possible. Description
This project assisted the Village with developing a TOD plan for the core downtown / Metra station area. The plan will be used as a guide for the Village as it takes steps to improve the Downtown Business District, and includes realistic and economically viable strategies that will benefit Village residents, businesses and visitors to the Village's downtown and support transit use. Current Activities
The Village Board of Trustees adopted the plan on October 18, 2016 and the Village is has identified initial steps to take to implement the plan. A mixed-use project "Balance Family Chiropractic" consisting of 6,152 sq. ft of office space and 2 residential units was constructed in June 2018. In October 2019 the Village Board approved the site plan to put a brewery and restaurant at the southeast corner of Railroad and South Oak Avenues. The approval included ordinance variations to the site plan include an elimination of the required off-street parking spaces in favor of shared parking spaces already in downtown Bartlett, as recommended in the TOD Plan. The RTA continued to support the Village with implementing the plan for downtown Bartlett through assistance to update the Village Zoning Code, adding a mixed-use TOD Overlay district for the downtown area. In July 2021 the Village Board approved the development of the Residences at Bartlett Station, a 104 unit apartment building located just east of the Metra station at the SW corner of Railroad Avenue and Berteau. In December 2022, the Village awarded grants from the Bartlett Economic Assistance Program to three area businesses (MORE Brewing, L P'tit Resto Bar Tapas, and Pasta Mia) for building enhancements to facilitate redevelopment of the station area. These projects implement recommendations from the Plan. Furthermore, a 19,432-square-foot Aldi -- to be Bartlett's second nonspecialized grocery store -- is under construction at the Streets of Bartlett shopping center downtown for a late 2023 or early 2024 opening. This project assisted the Village with updating the zoning regulations around their three Metra stations focusing primarily on the downtown area. The update reflects land use policies, goals and objectives found in the adopted 2020 Master Plan. The revised zoning code uses the latest form-based methods and theories of development regulation to assist the Village in continuing to transform the environment surrounding the downtown Metra station into a model transit-oriented development.
Current Activities
In January 2017 the Village Board of Trustees adopted the revised regulations into the Village zoning code ordinance and revised the Village zoning map accordingly. Since then developers have been attracted to the area as a place to build new multifamily development because of the revised zoning code. Due to the new Station Area Zoning code developers are now able to build new multi-unit developments near transit by right, without having to get approvals from the Planning and Zoning Commission or the village board. Such developments have been built in the 8900 block of Fairview Avenue and Grant Avenue.

Description
This project assisted the City in determining what changes to the City zoning ordinance should be considered to better reflect the actual supply and demand for parking in TOD areas, and encourage increased transit use by residents and businesses in these areas. Parking requirement alternatives were analyzed for all CTA and Metra station areas in the City of Evanston. The City's goal was to increase the use of transit, balance the supply of parking needs in TOD areas and refine policy that will lead to the elimination of unnecessary parking being constructed in the City. A parking research and best practices report was written to based on TOD parking best practices,recommendations to reduce parking requirements for the City as well as other strategies to reduce the parking demand near transit stations.
Current Activities
A Text Amendment to officially reduce the parking requirements in TOD areas was adopted by City Council in September 2017 and is being applied to new developments in the City's TOD areas. Funding Amounts by Source

Description
This project assisted the Village with the development of a zoning ordinance overlay for the Harlem Avenue corridor between the Harlem / Lake Green Line CTA station and 16th Street as well as the Roosevelt Road corridor between 1st Avenue and Harlem Avenue. Both corridors have significant Pace and CTA bus service. A form-based zoning code approach was developed to enable the blending of new development and redevelopment for a mix of uses along each corridor and to accommodate and promote walkable, mixed-use development patterns. The final draft zoning code amendments are complete and are ready for Village Board adoption as revisions into the zoning ordinance. The RTA will monitor progress of adopting the revised zoning code amendments. In 2019, the Village Council approved zoning changes that sought to attract businesses and developers to the Village's Downtown Business District. Some of the approved changes were proposed during the zoning code update project that the Village completed in collaboration with RTA. In 2020, the Village Council approved additional modifications to the Village's zoning map. Forest Oaks, a 56-unit multi-family development that offers affordable housing for seniors, was completed in 2020. Located at 7228 Circle Avenue, Forest Oaks is adjacent to the Harlem/Lake Green Line station and is an example of the type of development that is now permitted following the Village's adoption of the zoning amendments developed during the zoning code update project.

Description
This project assisted the City of Highwood with zoning code revisions that enable
the City to carry out the TOD planning principles envisioned in their TOD plan. The code revisions provides detailed transit supportive zoning standards and design guidelines consistent with model codes in the region, and creates an entitlement environment that encourages transit friendly development.
Current Activities
The zoning code amendments are complete and were adopted by City Council on December 19, 2017. The RTA will continue to monitor success of the amendments.

Description
This project assisted the Village to plan for mixed use development in their core downtown area surrounding the Libertyville Metra station. The plan details the creation of a livable and walkable downtown area that remains architecturally significant and that will contribute to economic development and transit ridership. Current Activities
The final report was adopted by the Village Board in November 2017. In July 2018 the Village Board approved $1,289,800 to modify the basic downtown Metra station to add restrooms and upgrade the design to what is considered more in keeping with Libertyville's historic character. Station improvements were completed in 2019. In 2021 the 116-year old historic building at the southeast corner of School street and Milwaukee Avenue, former home to the La Villa Theatre in downtown Libertyville was renovated to include eight apartments on the upper two floors and the restoration of the building's original features. In early 2024 the Village of Libertyville completed the installation of five new wayfinding signs throughout the downtown, including one directly outside the Metra station. This was a transportation recommendation in the Downtown TOD Plan. The RTA will monitor the Village's progress to implement the Plan. Funding Amounts by Source

Description
This project conducted an update of the Rand Road Corridor Plan, originally completed in 1998. The new plan includes an emphasis on transportation, transit access and land use along the corridor. Recommendations focus on improvements to bicycle/pedestrian infrastructure, Pace bus access and suggested intersection designs to create a more multi-modal environment.
Current Activities
The final plan was accepted by the Village Board in February 2017. The RTA will continue to provide implementation support to the Village as needed.

The Hoffman Estates study recommended transit service alternatives, revised land uses and bicycle / pedestrian improvements. Project DetailsDescription
This project funded technical assistance to Pace to conduct a corridor study of North Avenue between Harlem Avenue and York Road. This study aligned with the goals and objectives of the Pace Vision 20/20 plan as well as addressed regional concerns expressed in the CMAP GOTO 2040 plan. Recommendations include providing improved access to current Pace and CTA bus services, providing improved connections for people walking and biking, transportation and land-used tactics to improve the corridor for future Pace Pulse service, and some redevelopment concepts for two sites with redevelopment opportunity along the corridor. Current Activities
This study was completed in June 2017 and Pace staff has begun to determine which of the recommendations to consider first for implementation. In 2021 the Village of Melrose Park was awarded $566,000 from Cook County as part of the 2021 Invest in Cook grant program awards. The funds will be used to make roadway improvements at the intersection of IL-64 (North Avenue) and George Street. Correcting the offset intersection will improve safety for motorists and other users while also improving traffic circulation along commercial properties. Construction will involve installation of new traffic signals, relocating a shopping center entrance drive, as well as modifying sidewalks, ADA ramps, and a bike path. The 2017 Pace North Avenue Corridor Plan highlighted this intersection as needing modifications to better serve Pace riders, which this project will accomplish. The City of Northlake was also awarded funding for right-of-way for roadway improvements to Railroad Avenue, a major trucking corridor within the City. This project will bring Railroad Avenue up to modern design standards for safety and efficiency and improve the movement of trucks in the area. Improvements include adding a southbound right turn lane to improve capacity at the intersection of IL 64 (North Avenue) and Railroad Avenue, upgrading pedestrian accommodations to current ADA standards, and providing new signalized pedestrian crossings. The new signalized pedestrian crossing will improve access to the Pace 309 route. Funding Amounts by Source
