Description

This project assisted the Village with creating a TOD Plan for the downtown area that will serves as an update to the Village 2004 Downtown Land Use Guide. This plan built upon already completed development and redevelopment in the downtown area in the 1990's and early 2000's. This Plan is a refined vision for remaining pocket areas that have potential for redevelopment and focuses on fringe areas where high-density, TOD development transitions back into more traditional, low-density land uses.

Current Activities

The final TOD Plan was adopted by the Village Board on November 14, 2016 and the Village is assessing initial implementation steps it could take. In September 2018, 'Stone Garden' Single Family Homes completed construction near the Palatine Metra Station.

In 2022 the Village was awarded right-of-way funding for Palatine Road improvements from Smith Street through Quentin Road identified in the plan. These improvements will include the reconstruction of Palatine Road, bike lane improvements, and associated sidewalk and pedestrian enhancements. These improvements will not only further solidify this section of Palatine Road as a western gateway into Downtown, but also greatly enhance the pedestrian and bicycle connectivity to Downtown Palatine.

Description

This project assisted the Village with implementation efforts as recommended in their recently adopted TOD plan that was funded through the Community Planning program. A developer panel was conducted with the goal of assisting the Village with several redevelopment sites identified in the plan. Future redevelopment of these sites will capitalize on the proximity to exiting transit facilities as well as help strengthen the vitality of downtown River Grove.

Current Activities

The discussion panel was held on November 18, 2015. The final summary report is complete and can be found in the Related Studies section.

In 2021, the River Grove Station development was completed and began leasing units. The 40-unit multi-family development is located adjacent to the River Grove Metra station in the area designated as "Site 1" in the River Grove Thatcher Avenue Transit-Oriented Development Plan (2014). This site was the subject of the 2015 Developer Panel.

Description

RTA worked with ULI and the Village to coordinate a developer panel to determine a practical approach to creating a financially-feasible, transit-supportive neighborhood of mixed-use commercial and residential development. The project focused will be along the corridors adjacent to the Oakton-Skokie CTA Station and the neighboring high-density multifamily residential neighborhoods. This effort is intended to support the new CTA station, CTA and Pace Suburban Bus services, and the neighborhood's commercial areas.

In 2020, construction began on a $64 million, 153-unit mixed-use development located at the northwest corner of the intersection of Lincoln Avenue and Oakton Street.  Called Highpoint at 8000 North, this development is emblematic of the type of development that Developer Panel participants recommended for the Oakton Street corridor. The Village anticipates that the development will be open for residents in 2022.

Description
This project assisted the City with a developer panel to review the City's existing CBD area plans, analyze the CBD for prospective development, and make recommendations for the City's future efforts to market and enhance the Downtown area. Future enhancements to the CBD will support mass transit with new development and redevelopment in the Main Street Corridor and West Washington Street Area.

Description
This project assisted the Village in the creation of a TOD Plan for the area surrounding the Worth Metra station, as recommended by the CMAP Planning Priorities report completed for the Village. The Plan provides a focus on residential and commercial redevelopment near the Metra station along Depot Street, 111th Street and Harlem Avenue. The Plan recommendations create a vision for a Village in developing a downtown area. The desire is to facilitate and sustain future development that would expand opportunities for the residents and business owners, while also increasing ridership for Metra and Pace commuters.
Current Activities
The Worth TOD Plan was completed in August 2016 and adopted by the Village Board as an amendment to the Village Comprehensive Plan on December 6, 2016.

Six new townhomes on Crandall and 5 townhomes on 110th, all within two blocks of the Metra station, have been approved by the Village and constructed in 2018. A key opportunity parcel identified in the plan at 111th and Depot street has been redeveloped into new retail space.

The RTA will continue to monitor implementation activity and will provided assistance as needed.

Description
This project was a implementation activity to the Station Area Plan for the downtown area that the City adopted in 2012. This project developed revised zoning to support the recommendations in the Station Area Plan.

Project Details

Description
This project assessed the existing Ride in Kane program and recommended areas of improvement. Program performance and financial conditions were examined. Solution strategies of the report focus on elements such as trip scheduling, reporting procedures, and trip pooling. An implementation plan and sponsor toolkit resource guide were prepared to assist program participants in enacting recommendations.
