Project Management Oversight (PMO) Capital Projects
The RTA is responsible for ensuring that the Service Boards are spending capital funds and managing their capital projects effectively and efficiently. The RTA conducts periodic project reviews with Service Board project managers to ensure that capital projects are being implemented according to scope, on schedule, within budget and according to established project management guidelines.
Each project listed below is being actively monitored by RTA’s PMO team. Reporting data is provided that includes, Project Start Date, Project End Date, Budget Status, Schedule Status and Current Activities. These projects are also part of the overall Regional Capital Program which can be viewed separately here.
PMO also produces semi-annual reports that cover all projects that are being monitored. These reports can be found on the Project Management Oversight site. The latest report is the June 2025 Project Management Oversight report.

The contractor continued construction on the project. New electrical services were reviewed, revised, and advanced in the approval process. Construction activities during this reporting period focused on repair of the roof over the station lobby. The contractor will continue tuckpointing, demolition of the station ceiling, beautification of the Berlin Wall, and replacement of lighting on the walkway to Lincoln Avenue.

Project DetailsDescription
This project involves installing a new heated-platform technology that the village requested. The heated platform will reduce the amount of snow and ice build-up during winter months, nearly eliminating the need for manual snow removal.

Project DetailsDescription
This is a community-initiated project from the City of Woodstock, which has a contract with the design consultant. Metra will reimburse the City of Woodstock for design and will bid it out for construction. The project will add a new warming shelter on the inbound platform side located across the tracks from the current Woodstock Metra Station that will have on-demand heating. The shelter will have finishes that complement the Station, matching the style and architecture of its context.

The Village of Woodstock has a contract with the design consultant for the warming shelter. Coordination activities continued during this reporting period between Union Pacific and the Village of Woodstock. The project is currently facing delays related to property issues with Union Pacific Railroad.

Project DetailsDescription
This project will provide design and construction funds for yard improvement projects at the yard facilities along the Milwaukee District lines. Upgrades under this project will include, but are not limited to, installation of electric heating elements for switches and the installation of steel grated boardwalks at the Western Avenue yard. Track work would include rail, ties, ballast and switches.

The diesel shop roof replacement and HVAC rehab received proposals for construction management services and are under negotiations. The procurement for the general contractor is ongoing. The Fox Lake cable reel and electrical components replacement continued construction activities in this reporting period. The bridge steel replacement continued construction activities during this reporting period and continues to make progress. The Western Avenue Yard water separator received the permits and construction work continues.

Project DetailsDescription
Metra investment in innovative, cleaner energy locomotives will be funded in part by this project which will procure locomotives that produce zero mobile emissions. This multi-year, multi-phase project will acquire state-of-the-art technologies and pilot their performance capabilities given Metra’s track profile and the Chicago region’s inclement weather patterns. Metra estimates that replacing one old diesel locomotive with a zero-emission locomotive will reduce nitrogen oxides (NOx) emissions by more than 30 tons per year, thus significantly reducing the agency’s greenhouse gas footprint and greatly improving air quality in the region. Funds programmed in 2022 will finance engineering and design services for yard facilities to prepare for the new technology.

Metra put the bid on the street in May 2022 and was awarded to Stadler US, Inc.. The contract consists of eight trainsets for the base order. The preliminary design review was completed in December and Final Design Review is expected to be completed by December 2025. The first trainset is expected to be delivered in March 2027.
